On Monday, governors on the country’s East and West coasts announced the formation of regional pacts to determine how to reopen from stay-at-home orders implemented in response to COVID-19.
Ross Silverman, a professor of public health law and professor of health policy and management at Indiana University, is available to talk about both the distribution of powers between the state and federal government and the interstate compacts to reopen the economy being developed on the East and West coasts.
“This is a 50 state emergency caused by the transmission of a virus for which we have no immunity, no proven treatments and no vaccine. The US Constitution designates that states lead in the response to public health outbreaks. Federal guidance and support is critical to ensure all states and communities can implement an approach that is informed by science, attentive to local needs, and comprehensive.”
Silverman’s research interests include legal, ethical and policy issues in public health and medicine, vaccination, substance use, policy surveillance, medical humanities, human rights, and interdisciplinary education. He is an Associate Editor of the journal Public Health Reports, the official journal of the U.S. Surgeon General and the U.S. Public Health Service, and the past chair of the American Public Health Association Law Section.
