Chen studying true cost of dual-enrollment programs in Virginia

P. Daniel Chen, Director and Associate Professor, Higher Education Program, is examining the cost of dual-enrollment programs in Virginia. He aims to estimate true cost of dual-enrollment programs for secondary schools and community colleges in the Commonwealth.

To do so, Chen aims to answer three questions.

First, what is the average cost for Virginia’s secondary schools to offer a dual-enrollment course on-site that meets the college academic standard specified by the local community college?

Second, what is the average cost for Virginia’s community colleges to provide the administrative, instructional, and student support for local secondary schools in order to offer a dual-enrollment course at the secondary school that meets the college academic standard specified by the local community college?

Finally, how much does the Commonwealth of Virginia currently spend on dual-enrollment programs per course and per pupil?

Chen received $49,656 from the U.S. Department of Labor Employment and Training Administration for this project. Funding began in August 2020 and will end in late June 2021.
